Punishment and the Law - How would one recommend a restorative justice system reflective of ...?

changing characteristics and cultures within the justice system as well as around the world.. I am interested in some ideas with regard to enhancing the current - Canadian penal system. For example: How would one achieve denunciation and deterrence (sentencing circle) ; desistance while ensuring reintigration and rehabilitation. And finally - how would you sustain or restore social order or social contract while fostering harmony and respect for the administration of justice?
